improving waste collection performance for local authorities

Webaspx has recently launched WasteManager, a new product which allows local authorities to more effectively monitor and improve their waste collection performance .

Webaspx are a specialist consultancy and technology provider who are already market leaders in the field of waste collection round design, in partnership with leading environmental consultancy, Entec. Recent clients include Lichfield District Council, Hull City Council and Mid Devon District Council .

Webaspx has helped over thirty waste collection authorities and waste management companies improve their waste and recycling collections. Over the course of these projects, Webaspx noticed many local authorities had one major issue in common: the data required to really understand waste collection performance (such as material yields by round and round durations) was not easy to collect and make sense of.

In other words, other than the limited data which was gathered to support statutory BVPI  responsibilities, collection of useful data was difficult. Moreover, making sense of the limited data which it was possible to collect by hand was very challenging indeed. Waste Managers, faced with massive changes to meet targets set by the UK government to meet the EU Landfill Directives, were placed in the position of running “partially blind.” In addition, when problem collection rounds were identified, it was either difficult or very time consuming to “fix” the problem.

In response to these issues, Webaspx produced a new software tool, WasteManager. It consists of a number of modules which make it easy to pin-point key waste collection problems and improve them.

For example, local authorities can use the tool to easily:

  • Report on existing waste collection performance by round/area/vehicle/material type.
  • Generate sophisticated reports and alerts to identify specific collection areas where poor recycling performance occurs.
  • Instantaneously evaluate the impact of any changes made to rounds (such as new housing or movement of properties from one round to another). As soon as changes are made, round mileage, completion time and bins collected data are all re-calculated.
  • Identify poor performance on overall recycling levels or on specific areas or material types.
  • Target marketing campaigns to drive up recycling performance in the targeted

  • Simplify and improve the robustness of waste data collection process resulting in time savings and reduced errors.

Simple customisation options include:

  • The inclusion of a BVPI report for all waste collection materials
  • The addition of demographic data to monitor demographic performance; e.g. “ Show the paper recycling rate per capita across all homes with income of less the GBP20000 per annum.”
  • The ability to automatically supply data for systems such as WasteDataFlow.

The tool has recently been purchased by East Lothian Council and Cheltenham District Council.  Webaspx will be promoting WasteCollection Manager at the forthcoming CIWM exhibition.
